BOWHA ANNUAL MEETING 8/08/2011

MINUTES

 

CALL TO ORDER by Doug Dort at 7 PM.  Peggy Stephens, Vivian Curran, Mark Curran, and Gary Tyler were present on behalf of the board. Doug Dort introduced the board members as well as reviewed the BOWHA website including the availability of the by-laws and architectural requirements for homeowners. 16 residents were in attendance.

 

TREASURERS REPORT/BUDGET DISCUSSION

 

·      Peggy reported that BOWHA has $38,294.40 in assets including cash and CD’s. Net income for the fiscal year was $258.79.  .

·      12 out of 53 homeowners have not paid their annual homeowners association dues at this time (3 homes are in foreclosure).

·      Monies allocated for the wall reserve and for the street lights were discussed.

·      There was a review of the treasurer’s role

 

GROUNDS COMMITTEE REPORT

 

·      Sprinkler service provided by West Coast

·      Mulch needs to be added to the flower beds soon

·      Lighting problems due to faulty wiring at the 19th St. entrance

·      Bulbs need to be replaced at both entrances with consideration to using LED lights

·      Discussion around the implementation and pricing of new lights for the neighborhood re: update look, minimize risks, and improve safety…need to add more lights particularly on Brittany Court. General attendance agreed that new lights were needed...voting will follow in upcoming months.

 

ARCHITECTUAL COMMITTEE REPORT

 

·      Requests by new residents to install fences using either rod iron or aluminum material neither of which are in the architectural requirements.  

 

 BUSINESS REVIEW/UPDATE

 

·      Request to change amendments of the covenants and bylaws currently require a 75% vote by residents. Currently a no response counts as a “NO” vote. The board proposes changing the requirement from 75% to 66% of residents in good standing with a no response not counting as a vote. Residents will be asked to vote for the proposed changes in the next few months.

·      Discussion involving using one trash provider to minimize the number of trucks throughout the neighborhood and to improve pricing to homeowners. Waste Pro, Louie’s and Waste Management were considered. Waste Pro submitted a proposal to provide a discounted rate of $57/quarter to include 2 pickups per week on Tuesdays and Fridays as well as a recycling pickup on Fridays. Waste Pro will provide 1 large trash bin and homeowners can use unlimited trash cans for pickup. Louie’s (DisposAll) will provide service for $18.50/mo ($55/qtr) with one weekly pickup and an additional fee for recycling. Waste Management provided no bid but charges $90/mo. General consensus was in favor of Waste Pro. Pricing and contact information will be sent out to all of the residents via a flyer and posting on the BOWHA website.

·      Discussion involving the need to create a rules violation committee of people who are not residents to enforce bylaws.

·      Legal council has been accessed to answer questions surrounding the bylaws and covenants including the following:

-  Vehicles need to licensed that are in driveways

-  No business stickers of vehicles of residents

-  No boats or trailers in driveways overnight

-  No more than 2 pets per resident

-  Requests for new materials to be added to fencing but need to change by 75% vote unless majority requirement changed to 66%.

-  Requests to change front doors but currently there are no guidelines in the architectural requirements. All requests must go through architectural committee for approval and must be in keeping with the look of the neighborhood.

 

·      Nominations and voting of new board members: Doug Haeberle voted member at large replacing Howard Christians and Lori Rose voted treasurer replacing Peggy Stephens.
